Promoveren is geen werk maar studie

Wij stellen een herschikking van geldstromen voor, zodat meerdere problemen budgetneutraal kunnen worden aangepakt. De kern van ons voorstel is om promovendi het statuut van PhD-studenten te geven en al het geld dat zo vrij komt te investeren in universitair docenten (UDs). Dit is helemaal geen radicaal voorstel: in veel landen hebben promovendi de status van PhD-student en is dit systeem onomstreden. Dat zeggen Ingrid Robeyns, hoogleraar Ethiek van Instituties (UU) en Roland Pierik, universitair hoofddocent rechtsfilosofie (UvA) in NRC Handelsblad van 28 augustus.

A multiyear scientific journey that leads to long-term fruits of research, such as a moon landing, is more tangible if there is visible nearer-term activity, such as the presence of astronauts. Yet systematic data on such activities have not heretofore existed. The only source of information for describing the production of most science is surveys that have been called “a rough estimate, frequently based on unexamined assumptions that originated years earlier”

Wetenschap als economisch veldspel

De wetenschap presenteert zich vaak als een gemeenschap met een gezamenlijk doel: de waarheid over de wereld te ontdekken. Het wetenschappelijk speelveld is open en er wordt uiteraard strikt inhoudelijk en in volledige openheid gediscussieerd. Maar daarnaast of -tegenover staat een realiteit die heel anders is. Een realiteit waarin de wetenschap, zoals de Franse socioloog Bourdieu dat noemt, functioneert als een veld waarop dominante elites hun sociaal  kapitaal gebruiken om economische voordelen te behalen voor hun ideeën, hun instituut, laboratorium of kliniek, en niet in de laatste plaats ook voor zichzelf.

Dit was allemaal in het begin van de jaren tachtig van de vorige eeuw al aan de orde. Bijgevoegd een repliek in dezelfde issue van Nature door Eugene Baunwald, van Harvard Medical School.

We worstelen allemaal met de transformaties van het wetenschappelijke bedrijf, en met de wetenschappelijke en menselijke gevolgen van die transformaties. Zoals we ook blijven worstelen met de duistere oorsprong van die transformaties, en met de weinig vertrouwenwekkende toekomst die zij openleggen. Laten we gewoon toegeven dat we in zekere zin geen idee hebben van wat ons overkomt. En dat we lange tijd te weinig intellectuele durf hebben opgebracht om de complexe problemen onder woorden te brengen die niet alleen onze intellectuele speeltjes raken, maar ook de wetenschappelijke conditie zelf.

Scientific fraud and normal Science

The standard definition of scientific fraud involves: fabrication (faking data entirely), falsification (manipulating data in order to make the results look good) and plagiarism (theft of intellectual property). Implicitly, it is assumed that the actions have been done intentionally. Intention also constitutes the boundary between fraud and sloppiness. Until recently, the incidence of scientific fraud was unknown.

Anders dan tegenwoordig wel wordt beweerd, hebben Nederlanders nog steeds groot vertrouwen in de wetenschap, meer dan bijvoorbeeld in de Tweede Kamer, de rechtspraak of de kranten. Dit concluderen onderzoekers van de Wetenschappelijke Raad voor het Regeringsbeleid (WRR) en het Rathenau Instituut. Zij legden een enquête over wetenschap en wetenschappers voor aan een representatieve steekproef van 800 Nederlanders.

Time to discard the metric that decides how science is rated

The trouble is that impact factor of journals where researchers publish their work is a poor surrogate to measure an individual researcher’s accomplishments. Because the range of citations to articles in a journal is so large, the impact factor of a journal is not really a good predictor of the number of citations to any individual article. The flaws in this metric have been acknowledged widely – it lacks transparency and, most of all, it has unintended effects on how science gets done.

The Economics of Science

Science commands the attention of economists for at least three reasons. First, science is a source of growth. The lags between research and growth may be long, but the economic impact of science is indisputable. The evidence is quite tangible. Advances in information technology, for example, have contributed significantly to growth in the service sector in recent years. Medical research has done a considerable amount to extend work and life expectancy, first with the introduction of antibiotics and more recently with the introduction of new classes of drugs and medical devices.

Second, scientific research has properties of a public good. It is not depleted when shared and once it is made public others cannot easily be excluded from it. As economists, we have special concerns regarding the failure of economies to produce public goods efficiently. A major reason for studying science is that a reward system has evolved in science that goes a long way toward solving the appropriability problem associated with the production of a public good.

Third, the public nature of research and the spillovers inherent in such a system are fundamental to the concept of endogenous growth theory developed by Paul Romer and others and is now a cornerstone of growth theory in economics.

De decaan en vicevoorzitter van het UMC Utrecht: “Dit is geen persoonlijke vendetta, maar als bestuurder is het mijn taak artsen erop te wijzen dat zorg verbeteren vaak een bijna afgeleid doel is in plaats van het hoofddoel.”

Met het financieringssysteem als de materiële basis en de wetenschap zelf in de rol van het bewustzijn c.q. de bovenbouw is het gevaar dus niet denkbeeldig dat de vorm van de financiering en het daarbij behorende audit-systeem door de wetenschap geïnternaliseerd worden. Inderdaad worden de numerieke performance indicators waar ons competitieve financieringssysteem om draait (zoals zgn. h-indices en Funding-Id’s) niet alleen door beleidmakers maar ook door veel wetenschappers zelf steeds vaker als criteria voor succes en reden voor een feestje gezien.

‘De harde waarheid: er zijn veel en veel te veel studenten’

Minister Bussemaker zwaait met ranglijstjes, maar ons universitaire onderwijs behoort tot het slechtste van Europa, meent student Maartje ter Horst.  Zeven uur college, per week. Eerstejaarsbachelorstudenten die college krijgen van derdejaarsbachelorstudenten. Presentielijsten die door tjokvolle hoorcollegezalen gaan. Huiswerkcontroles. Voortdurend samenwerken in groepjes, zodat er minder nakijkwerk is en slecht gemotiveerde studenten zich kunnen optrekken aan de rest. En dan, als na drie jaar van academisch nivelleren een huiveringwekkende scriptie wordt ingeleverd, er maar gewoon een zesje voor geven.

The Omertà and Beyond

Analyses of the historical, philosophical and sociological origins of the  various stereotypes of science and scientists may help  us understand where the enchanted view of science comes from. Here we always refer to positivistic and sometimes Popperian philosophy of science which is understood to implicate that science is about facts directly derived from experiments that can thus be rather objectively and directly verified. Based on this unique ‘scientific method’ science yields objective knowledge.
